NCA Data Cybersecurity Controls (DCC): Protecting Data by Classification — cover illustration

Key takeaways

  • The DCC builds on the ECC with data-focused controls.
  • Requirements scale with data classification levels.
  • Classification is the foundation — without it, controls cannot be applied consistently.
  • Align DCC, PDPL and national data management work in one programme.

Purpose of the DCC

The NCA Data Cybersecurity Controls (DCC) complement the Essential Cybersecurity Controls by setting additional requirements for protecting data throughout its lifecycle, with stricter controls for more sensitive classifications. Always confirm the current published edition and its applicability to your organization.

Classification comes first

National data management rules define classification levels for data held by public entities. Organizations need a current data inventory and classification before DCC controls can be applied consistently.

Typical control themes

ThemeExamples
GovernanceRoles, policies and data protection requirements
AccessRestricting access according to classification
ProtectionEncryption, data leakage prevention, secure disposal
HandlingPrinting, sharing, transfer and storage rules
Third partiesRequirements for suppliers handling classified data
MonitoringLogging and review of access to sensitive data

Relationship to PDPL

PDPL protects personal data and the rights of data subjects; the DCC protects data based on classification. Much personal data will also be classified data, so controls overlap. A joint programme avoids duplicate assessments.

Implementation steps

  1. Build or refresh the data inventory.
  2. Classify data and label repositories.
  3. Map DCC controls to existing ECC evidence.
  4. Deploy technical controls — DLP, encryption, access governance.
  5. Train staff on handling rules.
  6. Monitor and report.

Common gaps we see

  • Data inventories limited to structured databases, missing file shares and SaaS
  • Classification labels defined but not applied
  • DLP deployed in monitor mode indefinitely
  • Suppliers handling classified data without contractual controls
  • Secure disposal not evidenced

How NAZZTEC helps

We run DCC gap assessments, build data inventories and classification schemes, deploy DLP and encryption, and manage DCC alongside ECC and PDPL in NAZZTEC AI GRC so evidence is collected once.

Frequently asked questions

Who must comply with the DCC?
Applicability is defined by the NCA; it primarily targets entities within the ECC's scope. Confirm your obligations against the current published document.
Do we need DLP technology?
DLP is one of the most practical ways to enforce handling rules for sensitive data, alongside access controls and encryption.
How does DCC differ from PDPL?
PDPL focuses on personal data and individual rights; DCC focuses on protecting data according to its classification.
